In Flint, Mich., there’s so much lead in children’s blood that a state of emergency is declared

I hate to state the obvious here. Why not call out the Michigan National Guard in 2014. Put an Engineer unit with a Quartermaster Fuel and Water platoon together and use their ROWPUs until the politicians pull their heads out of their 4th point of contact.
