I had a paralegal who is Vietnamese. Her father was in Vietnam, fell in love with her mother and the rest is history, as they say. When he left, he couldn't bring either of them back to the US. It took a lot of wrangling, diplomatic interference, etc. but they finally got to the US three years later. All three of the children were so traumatized by the war that it still affects them to this day. There are no safe places in a war zone, even when some places try to give the children a semblance of normalcy.
