I have to say that I am against this. There are a number of bases that were BRAC'd that could be used for this type of operation where there is no impact to the military community. However, I was stationed at Goodfellow for my last assignment and I can tell you that it is remote...it is in West Texas but it was a great assignment and location. They have the space but IMHO not a great idea.

The ACLU concern about monitoring is mute. 1.) They are ona DoD Installation and when you enter one of these there are signs everywhere that say "While on this installation all personnel and the property under thier control are subject to search." If they don't want that then don't put them on an active installation. 2.) The base is a intel training base...as far as I remember they don't use real time collection stuff for practice. They use standard curriculum until they get to their first units.

I'm surprised they aren't using USAR or ARNG locations; we know many of those locations are relatively vacant, rarely used, smaller and relatively easier to secure, and won't be imposing on active duty installations that have enough to deal with when it comes to security, mission, and priorities.
