Instead of offering $5,000 bonus to get soldiers to join, why not ASK members of the National Guard & Reserve for 6-12 month orders? Are RC not as proficient in the training aspect or just not "experienced" enough?

How about the AC actually look for the RC as counterparts or an augmentation force rather than poor bastard children that are not a "fighting & training force"? From 2003-2013, AC soldiers would have 3-4 OCONUS deployments while RC would have to "apply" or beg for a deployment.

Broadening assignments are all the rage now. This is an interesting concept, something in between a PTT and SF mission of support, build and win hearts/minds in different regions of the globe. I question whether the need and relevance supports the effort and cost to pull this off, especially with a multi-year commitment in an experiment that may not outlive its' infancy. Many units are hurting for strong NCOs now, the plan is to attract the best and put them in this shell brigade. There should be a thorough analysis of potential second and third order affects. At the end of the day, "is the juice worth the squeeze?"
