We don't talk about it like a campaign but that is what it is. They are planning, manning, funding and executing attacks any way they can, anywhere they can. Every success brings them more recruits. Success begets success. We should expect the tempo to increase until the leaders in the west do (at least) the following:
1. Admit we are under attack from an organized, committed enemy that intends to kill as many of us as they can with a stated goal of establishing a caliphate.
2. Organize, man, fund and activate a full an complete response. Economic, technological, air, land, sea, counterinsurgency etc. And everyone mans up with real resources.
3. If possible, we should have Sunni support for this effort, if not, we need to go anyway for our own protection/preservation. If the Sunni nations (and others) will not assist with funding, manning etc. All aid, support etc should be stopped.
3. The EU and others need to cease allowing undocumented or unverifiable "immigrants" to cross borders.
4. The UN needs to create a safe zone in the middle east to allow refugees to go to and set up TEMPORARY residence
5. We need to annihilate ISIS in Iraq and Syria by whatever means necessary. With or without the support of Russia. We have no skin in the game on who runs Syria after the fact. We need stability right now, not necessarily democracy. It doesn't work well there anyway.
This isn't all inclusive but it is a start.
