It would make sense for them to do this. Why not allow a country the ability to defend themselves.

having Dealt with The japanese for over 10 years in the 80's and 90's They are Only concerned with their own safety and Their Nation... and they should Beef Up Defenses and be Prepared for Offensive strikes If Needed...
