Defense Secretary Robert S. McNamara and Secretary of State Dean Rusk appear before a joint Congressional committee on foreign affairs to present the Johnson administration’s arguments for a resolution authorizing the president “to take all necessary measures.” The New York Stock Exchange, reacting to the news of the crisis in Vietnam, experienced its sharpest decline since the death of President Kennedy. There were various rallies and peace vigils held across the United States protesting the bombing raids. Republican presidential candidate Barry Goldwater said he supported President Johnson’s ordering of the retaliatory raids, but that he intended to make the whole question of Vietnam a campaign issue.

Thanks for reminding us of names of government officials that were once easily recognizable but who have disappeared into the dust of history by now such as Defense Secretary Robert S. McNamara, Secretary of State Dean Rusk and Republican presidential candidate Barry Goldwater SP5 Mark Kuzinski.
It is interesting that the "The New York Stock Exchange ... experienced its sharpest decline since the death of President Kennedy" which occurred the previous fall.
It would have been good if we kept Operation Rolling Thunder rolling along in those early days of open involvement in South Vietnam. If he had destroyed the capability of North Vietnam to receive, distribute and manufacture materiel it might have forced them to rethink their military reunification of Vietnam goals.
