Thanks for reminding us SP5 Mark Kuzinski that on March 31, 1968 that President Lyndon B. Johnson announced a partial halt of bombing missions over North Vietnam and proposed peace talks in a televised speech to the nation.
LBJ was a mater at understanding the nuances of Congressional politics and coercing to get his will achieved on the floor of Congress. Yet he was a poor international strategist who was prepared to abandon the people of South Vietnam for political expediency.

Pres. Johnson had been the majority whip so he understood how to get legislation through Congress. He made a poor executive and so was president for less than 6 years.

He made that announcement as a lame duck and would have less than a year remaining in office. It is a pity that his administration which could have been extolled for civil right legislation instead had the Gulf of Tonkin Incident as its legacy.
