Iran's actions following the lifting of sanctions has been one to create more instability in the region largely though using their resources to back Shia militant groups with both funds and equipment. Iran has for years been a broker in supporting terrorism, actively being a state sponsor of these groups. Iran supports terrorist groups in Gaza, the Lebanese Hizballah, in Syria (causeway for weapons trafficing to Lebanese Hizallah), financing, training, and facilitating the Iraqi Shia and Afghan fighters who support Asad's regime, the Houthis in Yemen who are being used by Iran to fight a proxy war with Saudi Arabia, in Iraq, the Iraqi Shia militia groups such as Kata’ib Hizballah (KH),... these are a few examples of Iran's state funding of terrorism.
In addition a most likely high on the list of priorities for Saudi Arabia, is that Iran refuses to join them in controlling oil production in order to control prices.
Russia sits in a pivotal role in it's relationship with both Iran and Saudi Arabia as well. It seems to be playing both sides. While at the same time supporting Saudi Arabia in attempting to control oil pricing and moving ahead in conjunction with Saudi Arabia in doing this, it is also selling arms to Iran such as the S300 surface to air missile system.
