Isn't "misleading" a lie? Aren't reprocussions expected for lying?

"Thou shalt not lie, cheat or steal; nor shall thou allow others to do so." I am not sure where from this has been ingrained into my brain, like stamp on paper; however, it does sound biblical in many ways. Did the DOJ lie about the VP and then, what was the intent of lying about the whereabouts of the VP, which can be verified? If the DOJ lied and are exposed then, under the provisions of the Constitution of the United States of America what is the extent of punishment prescribed? I am not sure whether the DOJ enjoys immunity in such situations.
