The population is finding out that " trickle down" is people peeing on your head and you paying for the privledge.

The states permanent fund can easily cover the projected deficit. FYI: Nearly half of all states have projected budget shortfalls for the fiscal year 2018. Kansas is in no where near the top of the list. Alaska, Connecticut, Nebraska, Oklahoma and Oregon all face deficits of over 1 Billion dollars. However, the improving economy may reduce that significantly.
