There is one major issue that is not addressed by this report - Personnel Funding and availability of personnel. For a significant number of school districts in Kansas, this is not really an issue due to their size. However with the larger districts this becomes a major issue. The larger districts utilize a central kitchen due to equipment and personnel cost, note that in the report that they used Topeka as the example, but it is not atypical of the other large districts in Kansas, such as Wichita. And recently due to funding cuts, the Wichita School District has cut positions in the school cafeterias and at the central kitchen. Provide all of the equipment you want, but without the funding for personnel, how is that going to fix the issue. Next, have you eaten any of that food, no matter where it was prepared? My wife works in one of the school cafeterias and the children and staff both educators and cafeteria, do not care for the food.

They tax and tax yet how much is put back into the schools that's not for sports, or salary for the teachers, and the over paid administration.
