The aspect of this story that has me curious, why would all those Veterans be moving South and West?

Weather I believe. As you age, especially if you have injuries and joint problems and that includes orthopedic appliances, the cold and the snow get more problematic.

I get south. Definitely don't get west, well, ad long as you stay east of the Sierra Nevada.

Some locations have buildings that are considered historic. The restrictions on those, and maintenance and repair costs drain an infrastructure budget. If it is inefficient, they should adjust. CBOCs work.
