This concept is a bit hard to grasp on all fronts of the Army, not just in the Reserve or NG, but also on AC. I'm pretty confident that it's a problem in all the branches.
I've heard horror stories from my peers at the Logistics CCC of Commanders-1SG who are just checking the block on the AC side.
