I agree we want to keep as much production in the US as possible but if the Pentagon and USAF is phasing out all use of the F-16 and reducing the use of F/A-18s then it makes sense to find another buyer or just not build that aircraft at all. It makes sense for India to want to move production to their country to reduce costs for them; if Trump or someone in his administration was to argue "we want American workers to build them then have India pay more for materials exported to them" chances are the Indian government would say no thank you. But like any other phase out of weapon systems, hope Lockheed and Boeing do transition their employees to other defense contracts like the F-35. Some materials would still be made here and exported to India's factories for final production could be made as an assumption. That would be a win-win for all. It wouldn't surprise me if these negotiations were going on for several months if not a year since USAF has been talking about phasing out the F-16s for years; this isn't a knee jerk reaction to Trump's election victory.
