While I can appreciate the frustration with self-activating alarms the claim by city staff that "An argument can be made that the city does not need" an outdoor emergency warning system is off the mark. Since the system was designed to be activated or deactivated centrally, it makes one wonder if the system was hacked to achieve this very purpose (of permanent deactivation). For the $150,000/year in preparedness costs, I wonder if this isn't a bit short-sighted.
