An interesting concept. Will get a ton of hoorays and yahoo's from the "people on welfare/medicaid need to work" crowd. But the American reality is that - like income tax - there will be so many wavers that the folk abusing the system will still be able to abuse it and those who don't want to participate will continue to do so.

Well like I said, there's loop holes now. There will be loop holes in the future. You can't be a capisocialist. And sadly, thats what we are. We are capitalists that live socially. You can't yell at everybody to "pull themselves up by their own bootstraps," then turn right around and treat them in hospitals for free, feed them for free, house them for free, etc.
For example, I'm unemployed right now (laid off in November) so I received all the paperwork for food stamps, medicaid, etc. I am retired so I use TriCare anyway. But if I was to apply for and receive medicaid, as I am looking for work actively, I wouldn't have to participate in the "work portion" for Medicaid. And the definition of "actively looking for work" is pretty easy to accomplish, as you can imagine.
So the people who feel that medicaid is abused are not really going to get much more than a high fiving amongst themselves when Trump passed the law, if he does pass it.
