Man asks to join Army after stealing Humvee, crashing into armory

I remember our Guard Armory was in Compton, California and having a conversation with a brother and sister, who lived next door to the Motor Pool. She said, we play "car" when you're not there. The brother replied, daddy helps us climb over the fence, so we can play with your cars. They closed that armory and made it into a city youth center. That was better, because that building literally "draws fire."

Here is my question, why was the steering not locked?
