My father did that one time, he was off duty and he had his Hiway Patrol badge in his left hand as he was throwing the litter with his right hand.

I was on duty in a Police vehicle and saw a person throw litter out the window I stopped them and made them pick it all up. I've also written traffic tickets for littering on a public highway and there was a fine that ranged from $300.00 to $1,000.00 One individual I took to court had to work off the fine spending 80 hours 5 days a week for 2 weeks picking up and bagging trash.

Good for Him ! I have no tolerance for people that would litter like that and throw their trash out like that.
