There are several factors that will make it harder for any of the services to grow or develop better SM's. Education alone will hurt the enlistees, attitudes towards military service, now add continued changes to benefits. Those E5-E6 may not stick around for 10 and fewer will stay in for 20 than the current numbers.
While each branch wants the best recruits and tech, there will be a gap to get people that may even have the skills to operate those new toys. Sure today's teen is tech savvy, but of those that have those types of skill, how many of the 17-25 year-old is thinking of joining the military? while that number grow as we continue to go from battlefield to battlefield. And today's politician won't even mention "draft" unless they are at a bar.
So while the Marines are looking for a few good men, they will have one hand tied behind their backs, by Congress and the changing view today's generation towards military service.

Let me tell you how smart the marines were. Not today. I was at fort Lee attending ncolp. Non commissioned officers logistics program. My mos was 76p4k. Everybody is in their seats and here come in two marines. Two ssg's. One is a pretty one. Second is john Billigenly. A brute. All marine wrestler. John was not the smartest of guys. He and his mate were sharing a trailor off post. I was living in a 3 bedroom house with my buddy SSG Eddie Handy. A teacher at fort lee. Eddie was the best. We lived in colonel heights. Women are everywhere. Trying to get a soldier to marry them. I am doing pretty well in class. Leading the pack. 4 week course. John's idea of fun was to go to Petersburg late at night. Find the first black man he could find and almost kill him. Thank god I got out of there in four weeks and went back to my family at fort Carson
