That seems reasonable unless somebody come up with a way to make tattoos "sleeves" which similar to chameleon blend in the camo pattern on the uniform Sgt Aaron Kennedy, MS.

This is a long standing policy going back to 2007-2008. So almost a decade old. The number of Enlisted Marines (and Mustangs) who would still have sleeves is "negligible" at this point, just because of normal attrition rates.
