The "House lawmakers [had] approved a draft of the annual defense authorization bill which included limiting veterans preference in federal hiring procedures to a one-time use. Veterans who applied for a second federal job or a transfer from their first position would be evaluated by hiring officials as just another civilian federal worker under the plan."
That seems to be a reasonable approach. Carte blanches for successive federal positions makes no sense. After the initial hire the reviews from that position should be sufficient to be used to hire for successive position IMHO.

Well, from personal experience, it is extremely difficult to even get an interview with the preference, so I can only imagine how much more difficult it will be without it? I think it is fascinating that this is coming out of the House and nobody is up in arms over it.

Bad Idea. It's bad enough that you have to use it to get in the door, and you'll have "cliques" who hate you for it, and while in other positions "open" that aren't truly open (someone's buddy was already chosen for it), but if you apply for it, they have to give you a good look which could mean that that buddy gets knocked out. Leave it alone. There are a lot of places that swear they're vet friendly and really are not, but with this, they have to have so many of us or they will get funny looks from the government. Maybe you should ask why are some flag officers retiring on Friday, and working for defense contractors in senior positions (senior executive of the training and transition for excellence group) aka working on the same projects he or she oversaw when they were AD?
