The story discussses why the attire was worn at the Vatican. The Vatican has a protocol office and anyone who is to have an audience with the Pope is to wear black. Although not as specific, the White House office of protocol, also, has similar requirements.

As for the Vatican, for men, a black jacket, slacks, and tie. For women, modest black attire, along with a head-scarf.

I am curious as to why she wore a veil with the Pope and not when it came to relations with the Saudi's.

I certainly agree. It wouldn't be wise to be all in a fuss over so small a detail, but it certainly is a stark yet subtle contrast to our past leadership.

Perhaps it has to do with their religious beliefs. My family would treat the Pope different than Islam.

Sir that's probably definitely true. I agree that you shouldn't neglect your own religion to accommodate others unnecessarily.
