A Microsoft executive said at the Aspen Security Forum panel — the same that Coats and other US officials attended — that the company had detected phishing attacks targeting three US congressional candidates, a bit like the strategy the Russian GRU agents used in the 2016 election against Democrats and Hillary Clinton.

I am just so impressed that either:
1. China is never caught as trying to manipulate our elections. So amazing.

China has specific economic and diplomatic goals, Putin has the goal of destabilizing democracies. So the tactics will vary, China has nothing to gain by destabilizing the folks that buy their products, and whose tech the steal, Throwing thew western Democracies into chaos will let Putin grab more of the old USSR back with little interference, I think the difference in goals explains the difference in tactics.
