It was my understanding this was the direction everything was to go in anyway. Each branch would still have its Cyber MOSes with the Cyber Protection Teams, across all components. This joins together into CYBERCOM as a COCOM. Even split from NSA, you can expect them to have their own Cyber Ops. This provides flexibility to maneuver under the different Titles (10,50,etc).
Even in the Army, the 17 series falls under maneuvers, rather than support, so it is technically meant to be a combat force.
