Its apparent there is still quite a bit of tension between the Ukraine and Russia with a very uneasy situation and free movement on the seas. It apparent that Russia make a pretty apparent show of their power in the region. Ukraine is very aware of the constant threat and doing what they can to remain independent of Russian control rearing its ugly head again. Past history certainly shows they have a legitimate reason for concern and to prepare for the worst.
