Military families are unlawfully evicted from rental homes

Was this civilian rental housing or privatized military housing? Hard to tell from the article. If this was privatized military housing, how did they not pay their "rent"? With the privatized military housing the SM's BAH/Rent automatically goes to the housing company (from what i've been told). The SM never see's it, like any pay allotment.
