Millions of dollars in suitcases fly out of MSP, but why?

$100 Million dollars of fraud... one state, one year... money probably going to fund terrorism, in part. Sounds to me like we are shooting ourselves in the foot here. Imagine if we cut the fraud, how much money would be available for actual, deserving kids...
