Utah Senator Mitt Romney is set to become the sole Republican to seek President Donald Trump's removal from office.
Mr Romney said the president was "guilty of an appalling abuse of public trust".
Not voting to convict him would "expose my character to history's rebuke", the senator said.
His remarks came before the chamber was expected to clear the president of the two impeachment charges against him.
In December, the Democratic-led House of Representatives charged Mr Trump with abuse of power and obstruction of Congress. He is accused of withholding military aide to press Ukraine for an investigation into Joe Biden, a Democratic rival, and obstructing the congressional investigation into his conduct.
Speaking on the Senate floor on Wednesday, Mr Romney said he would vote against Mr Trump on the abuse of power article, but not the obstruction charge.

Just my opinion, but I think Romney was trying to get back at the President for not appointing him as Secretary of State. He certainly showed his true colors and did it ever come back to bite him.

Romney hates Trump and saw his chance to try to hurt him. Unfortunately for Romney is isn't very bright. He has only exposed himself to the voters in Utah as being a back stabber of epic proportion.
Romney asked Trump for a job in his administration and interviewed for one (or more). He didn't get it. Then he accepted Trumps endorsement in his senate race and won. Now he finds his "character", right.
Romney is a dinosaur in the GOP. He is cut from the RINO cloth and the people of Utah will need to deal with him. His arrogance is fully exposed as well. He apparently thinks he is the only person in the senate with character on the GOP side of the aisle. Wrong again, he is the only spineless person on the GOP side of the aisle.
