I accept that the airline could have done better in resolving the situation.
But I also have to remember personal responsibility just exactly who's job is it to know how bags should be configured with what was allowed at what lip weight limit and how many you could have?

Coupled with all four of my deployments three to iraq one to Afghanistan plus numerous pre deployment site surveys every single time we were told at the departure airfield what to expect as far as baggage limitations on the civilian side on the civilian flights we were connecting with.
Perhaps that is not done any more perhaps the soldiers didn't hear the briefing or perhaps they had the somewhat common servicemember mentality people owe me stuff because I'm a servicemember rules don't apply to me

Agreed. Certainly not the airlines responsibility to transport and pay for government property without charge. Still, not a fun thing for the airline to explain.

If the departure airfield folks did not efficiently or completely explain the airline rules that is just a failure of the unit running outbound

Seen as airline policy was going to allow the weight overall somebody on site could have made a leadership decision to exempt the single bag weight overall at the end of the day it made no difference
clearly they had a procedure in place to deal with overweight bags somehow I doubt they had to pay an extra employee charge to get them to move that bag so no additional cost was realized by the airline by excepting multiple bags weighting x amount or one single bag Wayne that same X amount
