The U.S. has always taxed heavy and regulated the merchant marine stupidly. There are hundreds of U.S. owned ships out there but they are flagged under countries with more reasonable regulations.

Expand USMMA, build more USNS ships, and advertise Merchant Marine jobs. Going to KP was the best decision my boy could have made. He loved his recent "sea year" time underway on a RO/RO.
