Navy contractors get prison in supply-chain scheme that points to larger fraud

The Government is nothing more than a select group of people who get to spend other people's ( Taxpayer's) money. It's a grab-fest at every level and department. The Military has at least a little bit of ( but apparently insufficient ) oversight.
Everything from small town city projects, to school boards to Federal agencies have people with both paws in the cookie jar.
