This situation happens every 3-5 years. Either a marine or navy person rapes someone. The personnel on bases are locked down for 6 months and then the shop owners cry for business so military are allowed off base but no drinking. Then a few months later there is drinking only during certain hours off base and more hours on base. Then it is lifted. It seems like it happens the same way every time. This is the third time I've seen it.

Precisely. 2008, 2012, 2014, 2016. Around and around we go.

The actual lockdowns don't normally last more than a few days though - the no alcohol rule May last more, but I suspect no more than a month or so.

That makes sense to me Maj (Join to see). The military has to show concern and eat some crow, then it starts all over again.

From my limited experience with Navy personnel, the order might as well read do not breath.

This was overkill, I have no problem with those that commit crimes paying for them but to make each and every man and woman in the Command suffer ? I have never believed in mass punishment and think its wrong and shortsighted.
