One of Big Navy's first actions was to fire VADM Tom Copeman for having the audacity to speak the truth - when they should have promoted him.

I've been out long enough to have zero idea what's going on today... but I know that "back then", the unspoken mantra was decidedly "see no evil-hear no evil". Wouldn't surprise me one bit if Davidson's remarks were exactly as perceived-it's always going to be cheaper (and easier) to replace lower tier leadership than overhaul the process.
Speaking of which...there's no way (in my opinion) to "fix" this fast. It's like every other industry and organization on the face of the planet; lose experienced, seasoned people, and you've got decades to play "catch up".
There's probably some pretty awesome "would've been/could've been" SNCOs and officers working in the private sector now that are sorely missed.
