The answer is, yes, he knew he was being filmed. Cohen did this film the same way he did the last one. Everyone around knew they were being filmed. There was no effort to hide the film crew. Cohen did, however, lie about the reason for the filming. So, the commander in this article knew he was being recorded, but decided to let with the anti-Semitic and racist comments, anyway. He has no excuse and should resign from the Navy, immediately.
