A) None of these "ideas" will work unless they man the ships with the required #'s.
B) These great "ideas" were developed by a civilian that has probably never spent much time on ships. There is a difference from going onboard and talking to sailors and spending week underway doing the same things they do. An outsider looking in, is different then being an insider.
C) The cause of the accidents that this is supposed to "fix" was not sleep deprivation, it was training. The crews in both cases were completely untrained to handle the situations they found themselves in. Every sailor since the first ship set sail has complained about not getting enough sleep.
D) There is no way to cram all of the required training to keep the ship combat ready in an hour or 2 during the early afternoon as well have all the meetings needed to run the ship.

I am all for getting more sleep for sailors at sea, but I am also a realist that there is a metric ton of crap that needs to get done each day. The Navy has a tendency to look for things on the periphery to solve a problem instead of attacking it head on. The reason watches suck is because we try to make do with a smaller crew then we are supposed to.

PO1 Tony Holland there are so many variables but it is doable with a good plan. By far a feat like this will not be perfect but hopefully wisdom will be at work.
