I am confident, anyone who runs over a protester will be kind enough to back up over them in case the license plate was not viewed properly the first time.

this is going to be a Double edged sword... The DOJ and the ACLU and all the Liberal Alphabet soups are going to go ballistic on it ... but it will eliminate a few of the problems the problem is the ring leaders and the Ones funding and agitating will be no where near the scene...

My post from another topic about the same bill below.

"Of course everyone is freaking out and wording it in a way that makes it sound far more crazy and serious than it is. I swear half the articles I've seen on it more or less have the headline, "North Dakota bill to allow drivers to run over protestors," when that's far from what it is. It was born from the protests but the bill actually says nothing about protestors, rather it establishes that drivers may not be considered at fault for hitting someone in the roadway. It also establishes rules for where pedestrians can legally be in relation to the road. For example, if there's a sidewalk then peds need to stay on it. With no sidewalk but a shoulder then they should walk along the shoulder as far from traffic as possible. With no sidewalk or shoulder the should walk as far to the roads edge and walk against the flow so they can see vehicles coming and move out of the way.

I see what they're going for and as an ND resident I support some aspects but I think they are going about it wrong. Rather than focus on legitimizing possible vehicular manslaughter they should focus on penalizing pedestrians who fail to follow those laws and cases of pedestrians being hit should be investigated fully to see if it could have been avoided had the offending party not been doing something wrong (I.E. someone walking along a road gets hit but there was a sidewalk available, the ped should have been on the sidewalk so they're at fault.) Basically the law should focus on encouraging people to use proper etiquette when walking along roadways rather than possibly encouraging people to not have to pay attention when driving."
