You're forgetting Augustus, the nephew whose given name was Octavian...both were exceedingly gifted minds, unspeakably warped by the society in which they found themselves,.both had what was militarily termed the Caesaerean gift, as did Napoleon, and also Gen.MacArhur, though Napoleon was an out and out Fascist, Gen MacArhur was a rare example.of.a.militarily equally gifted mind who accomplished laudable purposes (Korea.and the relief by Pres Truman aside, as an example.where he clearly went way too far)...Nero, by contrast, along with Commodus, as well as most of those Roman imperial fruitcakes, we're straight up out and out sadists, warped,.sick, twisted monstrosities masquerading as humans, that, at least, is my view of their evil...Julius and Augustus were just as bad, esp.with their totally perverted ostensible intellects....

Capt Daniel Goodman if by acts of evil well then most of the Roman Emperors are neck and neck except for just s few. Augustus is right up there as you have explained!
