So in Nevada the voters assemble to stand for their candidate. It doesn't surprise me that you would see people their espousing their support for their candidate on a shirt, hat, button, butt tattoo (it is Nevada after all), shorts, socks, etc...
In FL, they have a limit to how close to a polling place the signs can be placed. You will see the area leading up to the no fly zone bombarded with placards for every candidate or ballot initiative under the sun. Once you cross into the no fly zone, it all goes away. If you have a button on, it has to be covered. Most of the polling places are run by volunteers. The counting is usually done by a government official either at the county or state level depending. This sounds like the Guardian trying to stir the shit pot for numbers.
