New Army rule automatically sends qualified specialists, sergeants to promotion boards

The Army tried something similar a few years ago. The only thing it will do, is make mediocre soldiers. I understand we are at the mercy of the objectivity of superiors, but with the current system the soldier was forced to get noticed by the leadership. We promote based on potential not TIG and TIS. The one positive outcome, now soldiers will not have the excuse to not get ready to appear before the board. Is up to them to get prepared and not wait on. The Squad leader or PSG to say who is going to the board.
