A worthwhile read. I take exception to this, however -

[begin quote]
“Over time, the Navy’s ‘must do’ wartime culture was adopted for peacetime as long-term readiness and capability were sacrificed for immediate mission accomplishment,” the report states.
[end quote]

It suggests that we are in "peacetime" but the Navy hasn't returned to a peacetime culture. I disagree that we are in "peacetime" though I acknowledge that, declared or undeclared, the war we are in is being fought below the day-to-day radar of most of our country and, rightly or wrongly, isn't as all-consuming as WWII, Korea, or Vietnam. We haven't been in "peacetime" since 2001. We can argue about the extent to which we have been in "wartime" ...

At any rate, this old oft-repeated saw comes to mind ... "We the willing, led by the unknowing, are doing the impossible for the ungrateful. We have done so much, with so little, for so long, we are now qualified to do anything with nothing."
