Well that's interesting, but why are those who already possess a private pilot's license not eligible?

If memory serves me correctly from forty years ago, once a Veteran acquired his/her private pilot license, the VA would fund additional rating and certification training.

Apparently, the private pilot license is now funded as well, if I understand this correctly.
Is that the scenario?

This is to help pay the first part (private license). The upgrade was already covered

The idea behind the program, is actually part of a research initiative to determine if it is a viable option to retain non-flight Veterans as civilian pilots.

As a result, Veterans who are/were pilots defeat the purpose of the research being conducted.
