Good post Sgt Wood. NYC hasn't solved a problem, they have just removed some of the signs of the problem. The cheap and easy answer to an issue. In most communities the same quandary is still unsolved; where do you send folks if there is a WMD type incident. Or a derailed train car loaded with cyanide or other chemical. As usual, leadership will have to be reactive because they won't be proactive.
