Ran across this. Interesting concept. I think smaller refineries at oil production areas has a lot of merit. This gives you an idea how onerous it is just to get through the litigation process. They kept the capacity low to avoid the federal permits and legal challenges. Strange reference. Last refinery with significant down stream capacity came on line in 1977. I suppose there are many smaller that lack significance for our needs. Nice comment.
