My understanding of "vouchers" is that they are intended to subsidize private (including religious) schools. I also understand that this program, initiated by the Republican Governor, is still being hotly debated in the Florida state supreme court. My assumption, based on the lack of contradictory information then, is that this is most probably a private, religiously affiliated school.
So, which is desired here-Do we want to force private religious schools to go against their prevailing theological doctrines (i.e., shred the 1st Amendment)...or deny thousands of underprivileged students (many of whom are likely minorities) the value and choice of a private school education when these schools are forced to give up tax funding?
