I did hear the governor of VI onion Tucker tonight. He was adamant that this clause allows the National Guard, of necessary to procure, through purchase, arms, or ammunition should they find themselves in a shortage. He went in to explain such acquisitions would come from retail establishments, and not from the population, as seizing arms from the people is illegal under VI law, and under the US Constitution.

So seizing arms from store owners is legal but but from those who do not own stores?

According to the VI governor, any arms or ammo obtained from a store would, of course, be purchased.

That Governor needs to be sent to a re-education camp. Oh wait, sorry, it's the other guys that confiscate weapons and send people to re-education camps.

They have different laws there.

A person must be 21 to get a non-carry weapons license, along with several other requirements.
