I'd suspect most people filing complaints for not being hired under the Veterans Preference are over 30 and don't understand the system/law. During SFL/TAP training, it was made clear that Veterans Preference did NOT mean you would get a guaranteed hire for a federal job. I think the best way for the individual Veteran to handle such a situation is to simply ask the hiring manager why he/she was overlooked. I'm really curious about the culture clashes they wrote of, though.

“Racism and sexism are alive and well in our society, and so is vetism,” he said. “People don’t like us. They [dislike] that we became part of the culture of the federal bureaucracy and that [dislike] is still there.”
