I think it should be one strike you're out. These people willingly put this stuff in their bodies...it's not like cancer or diabetes. Those people don't have a choose.

On one hand we should want to help our fellow man/woman... on the other hand if they choose to do something, especially repeatedly at what point is it their responsibility. Harsh, yes... but asking for help, taking responsibility and moving forward is one thing. Continuing the same behavior... After all there is no reason to shoot up in the first place...
