Old armory in Yakima gets ready to become new home for veterans in need

This is great news, but I can't help from thinking end of 2019 is not early enough as we have so many homeless Veterans and families now. Can't they do something to speed up the process to get the construction started now, such as Housing Authority to take out loan, and then funding could go in to pay off said loan? Any other ideas?
