We lack a whole-of-nation approach to cybersecurity. US Cyber Command reports to SECDEF, who is already a part of the NSC. But we lack authoritative control mechanisms over the critical national infrastructure outside of DoD. Will the Cyber Czar be given authoritative control over cyber matters in the Departments of Agriculture, Energy, Interior, Commerce, Treasury, Homeland Security and Education? Our organizational seams (the way we've organized our Executive Departments) make it very difficult to implement a whole-of-nation approach to cyber.
